Democrats in Congress and the Senate need to also go on record and say that a pardon would be evidence of a cover up and there by subject the President to potential impeachment for obstruction of justice.

Interesting. Sure. The NFL puts the seed money up to leverage it.

But the NFL is less a large organization than a federation of 32 "city-states." I don't see how they have the infrastructure to manage 300 teams (assuming D2, D3 are involved).

I can't see a way for that to happen. I could see the colleges spinning off football and basketball into a full fledged league separate from the universities. Something like UK soccer with levels and possible promotion / relegation.
