Clear violation of 1949 Geneva Conventions' Hors de Combat rule. Everyone involved needs to stand trial for murder or accessory to murder. EVERONE throughout the entire chain of command involved.
The UCMJ demands it and if it isn't answered, the UCMJ is just as corrupted as our DOJ now.

When I served, we would have shot a fellow servicemember (incapacitation wound) before allowing them to kill a noncombatant or violate Hors de combat.
