100% bet it came from leadership with how it went down/who voted for it. The reason they caved is my speculation. Also cynically could think they held out for the election so they didn't demotivate the base.

McCarthy did plenty bad, but it also sucks that he made some nice plays that Jefferson didn't haul in, when he normally does.
