Sure it does. What pressures can be exerted depends upon that (plus you seem to be mixing up city permissions and state permissions).
The Feds obviously have their own pressure to bring, and IMO some board members were all for it anyway.

Northwestern isn't a state university. And as had been pointed out in this thread, it's not like its administration is staffed with people who love education for its own sake.

Kickstarter doesn't send you messages from Gmail.
Neither does Shopify, by the way. Earlier this year I got a very persistent series of emails from "Shopify" claiming I needed to contact them related to my store's theme. LLMs have made it so these emails aren't full of typos anymore.
