Most importantly, suspensions ARE judicially reviewable. So the two main effects of any attempt by Trump to suspend habeas will be: (1) more losses in court for Trump (adding to his string of defeats in Alien Enemies Act cases and attempted deportations for First Amendment protected activities); and
