I don't buy this, no more than I bought the blame being put on Activision (or Vivendi before them). Blizzard as a company is perfectly capable of making poor decisions without its corporate owners.

I have three in STO, named for places I've lived: The Sacramento (gave her a registry of NCC-50916 - 1850 + area code 916), the Modesto (NCC-70118 - Nov. 8, 1870, founding day) and the Poway (NCC-74858 - 748 is standard phone number start, area code 858). I imagine the latter two were here too. :D
