Yes! I think the Whitehouse is mixing up the Immaculate Conception & the Annunciation in their story. Their wording in some places makes it seem like they think Mary convieved Jesus this month.

It is a hot mess, but yeah, Mary was concieved immaculately according to RC dogma. The feast is for her, not Jesus. They are confusing it with the Annunciation on March 25th.
