Damages on class action. $15k per privacy violation. $2m per firing. $200k per other right violated. Pardon does not extend to money, just crimes, and even $15k x 300m is a lot of money. That or you are going to have to find a dem state law. Presumably some state funds go through Treasury??

The terms of the constitution allow for agreed procedures under Article 25. Perhaps the Democrats should demand a foreshortened process if this happens again. If Trump is unable to understand his Constitutional duties, he should not be in office.

These limits on executive action are set forth clearly in the constitution, are reinforced by the 1974 Impoundment act and have been supported by the Supreme Courts rejection of the line item veto. This is not the first instance of deliberate violation by Trump— see impeachment in his first term.
