@governor.ca.gov recently called the cap-and-trade program “one of our most effective tools to cut emissions & create good-paying jobs.”

California's SB540 (Becker) - the bill to enable creation of a regional day ahead electricity market for the west including California - just passed 17-0 out of the Senate Energy and Utilities Committee. That's a very good start for a bill that will improve reliability and affordability in CA.
