What's interesting in asking if "Bots comply with state laws?" is that it shifts the responsibility to the bot. Yet, an AI will never consider the law unless the company that utilizes it configures it to do so.

"can't filter Nazi cartoons or prevent suicide coaching" sounds far too nice. I think the correct verb is "won't" because I'm sure they can do it either by sanitizing the input data or by using better output filters. Yet, they don't care enough to do it.
