Soviet union had already signed peace treaties with Baltic countries by 1921, they weren't in a position to continue.
They wouldn't have signed if they were. Soviet -Estonian front + russian whites was near Petrograd in 1919.

Russian Interior ministry promised help to their citizens leaving Latvia. I suspect this show of support will be shortlived. Russia didn't pay their 4000 pensioneers in Estonia for 9 months without any reason, finally getting back pay in august. It's clear russian citizens aren't a priority.
