Maybe this was true in the 1960s, but not now. White liberals earnestly what prosperity for Black people. Conservatives are now entirely white supremacists who think slavery was cool and would reinstate it if they could, or at least segregation.

Not true. The patient is billed, and assuming they can’t pay most or all of the bill, the hospital has to eat it. They price in a certain amount of unreimbursed care to their price structure.

Car driver’s stop sign compliance is approximately zero, if you don’t count the times they had to stop because of cross traffic or a pedestrian. If they can roll through a stop sign, they will. Occasionally there’s a conscientious driver.

I would rather not tell someone they can’t build single-family houses, unless there’s a compelling interest, such as it’s a commercial location or near transit, or both.
Concomitant to that is don’t tell someone they can’t build 18 units without a three-year battle against NIMBYs.
