Two major causes: 1. the Reagan's "tax reform" in the 80's leveled the income tax code, so the wealthy paid very little more than the lowest, causing states' colleges to institute/increase tuitions. 2. The minimum wage hasn't kept pace with inflation, not even close. Both are fixable.
