Lore Bump: The Brasshats are a small-time gang, controlling only a few city blocks. To avoid a gun ban, they use cybernetics that turn their voices into sonic weapons - hence the look. They are part of the Sun Criminal Syndicate, as subsidiaries of a larger gang known as the Soleilano Family.
