I always paraphrased Dijkstra for something similar. Democracy is about elections the in the same way astronomy is about telescopes. I like the mushroom analogy as well.

Probably, article is not clear. When you request a new passport as an expat (or returned expat), you have to fill in a form related to the investigation as to whether you actually should have citizenship or not. That is what she got caught in.

Ah, but that requires that parents fill in a specific form before the child turns 18 (or by the person before 20), and I can imagine that wasn’t done because the woman had obviously received a Swedish passport as a baby. As the woman is now 30 she is too old to fill in the form.
