Another tax on new housing is the improvement side of the property tax. A land value tax (understood as funding a universal building exemption) would solve this.
Inclusionary zoning* is a tax on new housing that worsens the housing shortage and drives up housing prices. It’s bad policy and we should stop doing it.
The city of Los Altos charges an inclusionary fee $255,000 per unit for 1500 sq ft townhouses.

One of the biggest drivers of high housing costs is that a small, highly motivated group of incumbent homeowners block new housing in their neighborhoods and almost no one is organized to push back.

Young people bear the brunt of that imbalance.

It's just a matter of physics that no two households can domicile themselves in the same location; any person's existence is a displacement event on another when it comes to residing at the best locations. The only holistic way to compensate for displacement effects is through a land value tax.
Left-NIMBYs criticize YIMBYs for defending "luxury" housing being built in high demand areas because they claim they want "affordable" housing built in high demand areas. The common refrain is "area," which means a land value tax would solve this.
