Ok. I read it. Perhaps the role of the leader is not simply to count votes. It was clear since March that Chuck and the senate were out of touch with the D base; a real leader might press his colleagues that fact. Also, his vote "no" is a mark of cowardice-we all know what was going on.

You assume that the Rs could stand up to the pressure once the huge ACA premium increases started to hit particularly in red states. Also federal workers constitute a significant economic plus for many red states. I think your assumption is incorrect.
