Per the Atlantic article, FIFA is taking a cut of both sides of resale transactions, squeezing both sides:

"FIFA will charge both sellers and buyers a 15 per cent fee"

It's utterly insane that people of the world tolerate FIFA.

Plausible. The question then is why the "has plant scandal" had such longevity? That was a Mississauga problem, who else cared? Also the Walkerton scandal, that was a narrow problem, why did it get traction?

I continue to be confused by this. The
bungled Ontario Place deal is the most similar (I think). Yet that's the least of the four big unresolved scandals of this government, and yet there's so little traction in the public discourse here. Why?

Ontario will continue to enable graft like this until more Ontarians get sufficiently upset about it. Apparently
- the corrupt Greenbelt deal
- the corrupt Ontario Place deal
- the abuse of rights via the notwithstanding clause
- this corruption

Some high-ranked proposals got passed over for lower-ranked proposals that came with lobbyists.

"The auditor also identified 64 low- and medium-ranked applications that had hired registered lobbyists to lobby the minister or ministry before they were selected by the minister’s office."
Many of those groups hired lobbyists, auditor general Shelley Spence highlighted in a scathing report on the province’s $2.5-billion Skills Development Fund, which her office released Wednesday.

Less than half — 46 per cent — of Skills Development Fund recipients that got funding from the Ministry of Labour were given “high” scores on their proposals by non-partisan civil servants tasked with evaluating them, the auditor found.
