The no-fly zone has been a oft-used instrument in US foreign policy.

I examine why the instrument has such a hold on leaders’ imaginations and rhetoric despite its patchy record in practice.

I do so via case studies on conflicts in Iraq, Bosnia, Kosovo, South Sudan/Darfur, Libya and Syria.
