I'm not sure about journals but I do know that some presses or boards for books have requirements that peer reviewers be tenured professors!

Yeah I'm a bit disappointed that the report doesn't dig in further! I had hoped for something more robust, along the lines of the AUPresses salary reviews (have you seen that?).
