So why would putting them under Homeland Security prevent them from doing their job? If Trump wanted to change Obama and Bush era policies, he's had plenty of time and he should have done that and he has had no problem doing that with other policies. That's a weak excuse.

Obama actions were legal under the 2001 Auth. for Use of Military Force (AUMF) a hangover from 911 and Bush era. I am against using force without Congressional approval and prefer following law under the 1973 War Powers Act for any president including Bush, Obama and Trump.

Try again. Obama formalized the targeting process to require "near certainty" and proof of "imminent threat". He then signed exec. order requiring release of annual casualty data including civilian deaths. Trump revoked that order.
