I’m specifically thinking of New Orleans, although perhaps other cities experience similar things.
In our city the growth of our suburbs aligned neatly with desegregation- as did a rise in private school enrollments.

I agree with everything you’re saying except the part about suburbs. Yes, a healthy percentage of people in the suburbs live there because of economic constraints. But there’s a sizable chunk of them who are afraid of minorities, yet still make their living in the city.
