One ironic thing here is that I know of several cases where asylum seekers were punished for volunteering because that was too close to "work" and the Home Office wasn't having it.

Hague’s first conference (in Blackpool) tried to signal trendy/modern with Thatcher and Heath in Ikea arm chairs. Heath scowled at her throughout and she looked irritated. It wasn’t repeated. (They played theme from Twin Peaks, then current, to the wild joy of hacks and confusion of everyone else.)
