Officers in the sheriff’s Special Victims division use “technology tools, including bots, to combat human trafficking, while still maintaining a victim centered approach.” Five new IT departments will each be staffed with roughly 20 people, whose jobs include creating custom software, generating “predicting analytics,” and maintaining the sheriff’s vast array of hardware and programs. Another 18 positions will be added to the IT department’s video monitoring unit, bringing the unit’s total number of staffers to 76. Elsewhere in his office, Dart will add nine staffers to his policy and communications team. The department includes two executive directors, two directors, and two deputy directors among its 31-member staff. (No one from the sheriff’s press office responded to the Reader’s multiple emails with questions and requests for comment as of press time.) The board also approved $2 million for server infrastructure, $300,000 for the purchase of Genetec Cloudrunner license plate readers, and more than $250,000 for night vision equipment.

Law enforcement agencies nationwide are increasingly reliant on a wide array of public and private information to guide their decision-making, including where police should be deployed to who might fall victim to a crime. Often, these systems rely on biased or faulty data and unaccountable private contractors, reinforcing many of the same harms they purport to address. One item at the top of O’Neill Burke’s wish list headed into 2026 was a new multimillion-dollar video forensics unit. The state’s attorney began making the pitch in August at a midyear budget hearing. An amendment approved by commissioners shortly before the final vote on Thursday sets aside $2.3 million for a ten-person team that will “collect, centralize, and manage the increasing volume of digital evidence.” Four prosecutors will be assigned to the video forensics unit in addition to four technicians, a data analyst, and an administrative assistant. In addition to personnel expenditures, the budget includes $2.9 million for laptop and desktop computers, $3.9 million for a subscription to Axon’s digital evidence storage system, and $1 million for a new case-management system.

The congresswoman told reporters she saw no detainees, despite ICE having processed some people in the Chicago area this weekend. The ICE acting director told Underwood the last time anyone stayed overnight at the facility was "a couple weeks ago." ICE officers told Underwood there were no detainees or staffers because they were "updating their systems and installing new security cameras." Underwood also staunchly warned that despite the departure of Border Patrol Cmdr. Gregory Bovino from Chicago, targeted immigration operations in the area are not over. She also warned that staffing for Chicago-area ICE facilities is expected to triple within months — stemming from a $150 billion to $170 billion infusion of funding over four years to DHS from President Donald Trump's 2025 tax bill. Underwood said they are also pursuing contracts for temporary office space, potentially trailers near the Broadview facility. Underwood's office said the Broadview center will reportedly be used as a training facility for newly hired deportation officers. "That money is being spent here," Underwood said. "The staff footprint in this facility and Downtown, the Downtown processing center is slated to probably triple by January. ... They are increasing immigration enforcement at that rapid rate. The American people need to see what's happening in our community and the conditions under which people are being kept."

All of these systems connect. [Former president Joe] Biden did millions of deportations—that was when we needed to resist. The reason that [President Donald Trump is] able to do this is because we already had the systems in place for him to do this. It’s important to resist, but it’s important to analyze why he’s able to do these things, because that’ll lead you to the systems that we actually need to figure out how to get rid of. Oak Park, for example, just canceled their contract with Flock, which is a license plate reader system. A lot of the reasons [for canceling the contract] came from exposing police sharing license plate data with Immigration and Customs Enforcement (ICE) and allowing for police officers in other states [to use license plate readers] for the purpose of tracking [people who’ve had] abortions. These concerns were raised in the past, so it’s like, no, they knew what was happening the whole time. If you look at the folks who live in Oak Park, they do benefit from people getting locked up, from Black people getting locked up. Calls to abolish ICE happened already. Democrats were not calling to abolish ICE for the last four years because they were benefiting from the deportations that were happening. I think everyone has an understanding of what is going on. I think people also understand whether or not they benefit in some way from what’s going on. People know that the cops actually do something for them, even though they also know the cops can turn against them whenever. People realize it. It’s whether people want to actually do something about it. In certain moments like right now it’s easy to make that connection. It’s not always easy to make that connection.

For the purposes of this Section "victim" shall mean an individual who has suffered personal injury as a result of the commission of a violation of Section 11-501 of the Illinois Vehicle Code, or a similar provision of a local ordinance, or Section 9-3 of the Criminal Code of 1961 or the Criminal Code of 2012 relating to the offense of reckless homicide. In regard to a violation of Section 9-3 of the Criminal Code of 1961 or the Criminal Code of 2012 relating to the offense of reckless homicide, "victim" shall also include, but not be limited to, spouse, guardian, parent, or other family member. (c) Upon arrest after commencement of a prosecution for a sex offense against a person known to be an employee, the State's Attorney shall immediately provide the superintendent of schools or school administrator that employs the employee with a copy of the complaint, information, or indictment. For the purposes of this subsection: "employee" has the meaning provided in subsection (a) of Section 24-5 of the School Code; and "sex offense" has the meaning provided in Section 2 of the Sex Offender Registration Act. This subsection shall not be construed to diminish the rights, privileges, or remedies of an employee under a collective bargaining agreement or employment contract. The Law Office of the Cook County Public Defender has opposed the State’s Attorney’s felony bypass policy since its inception, and we oppose any expansion. This policy abandons prosectors’ duty to review felony charges and simply hands that responsibilities over to police, who have an obvious incentive to bring charges in cases whether there is evidence to support them or not. While the State’s Attorney’s Office claims this policy will free prosecutors to focus on more serious cases, the more likely outcome will be thousands of nonviolent gun possession cases that shouldn’t be filed clogging up the courts, 30% of which end up getting thrown out. Chicago police have a long history of misconduct connected with the types of traffic stops that usually initiate these nonviolent possession charges, including racial profiling and conducting unconstitutional searches. A CBS news report last month highlighted the Chicago Police Department charging Black gun owners with unlawfully possessing a firearm even when they were legally allowed to. We would think this would necessitate reexamination of the felony review bypass policy—not expansion. Coupled with the State’s Attorney’s Office’s other harmful policies, including seeking detention in almost all gun cases without considering the facts unique to each person, bypassing felony review runs a significant risk of unnecessarily involving people in the criminal legal system. Even someone who is later proven innocent or whose case is dismissed is harmed by the arrest and filing of felony charges without proper prosecutorial oversight. Arrests, possible pretrial detention, and the burden of having to appear in court all lead to a higher likelihood of rearrest in the future and jeopardize the real building blocks of safe communities: stable employment and housing, continuous access to mental and physical healthcare, and strong family relationships. We urge the State's Attorney’s Office to end this policy and take an active role in reviewing the quality of all gun possession cases before charges are filed.

CCSAO INTRODUCES NEW EXPEDITED FELONY REVIEW STANDARD Certain nonviolent felony gun charges will now be filed directly by trained CPD officers, freeing up police and prosecutorial resources to focus on violent crime and victim support. CHICAGO — Cook County State’s Attorney Eileen O’Neill Burke today announced the citywide implementation of Expedited Felony Review (EFR), an expansion of a successful pilot program that allows comprehensively trained Chicago Police Department officers to directly file certain nonviolent felony gun possession offenses. The EFR was developed in collaboration with CPD and is designed to address a longstanding bottleneck and drive efficiencies in CCSAO’s felony review process, allowing prosecutors to focus on violent and victim-centric crimes, while also freeing up police officers to get back on the beat more quickly after making a gun possession arrest. “The goal of this initiative is straightforward: to get police officers back on their beats, not tied down at their desk waiting on a phone call,” State’s Attorney Burke said. “It also allows our office to dedicate prosecutorial time and attention to more complex cases, where evidence needs to be reviewed in person and victims and witnesses need to be spoken to as quickly as possible. Expedited Felony Review is a new standard for law enforcement collaboration, smart resource allocation, and public safety.” The EFR standard applies to three common felony gun possessions charges that do not involve the discharge of a weapon, or a victim: unlawful possession of a weapon; unlawful possession of a weapon by a felon; and aggravated unlawful possession of a weapon. "This program strengthens safety in our city by getting our officers back on the street faster, while making the process to hold gun possession offenders accountable more efficient," said Superintendent Larry Snelling. "We thank the Cook County State's Attorney’s Office for their partnership in bringing this initiative into every police district following the success of the pilot program." The initiative builds on the success of a pilot program launched this year in January in the 007th District (Englewood) and expanded in April to the 005th District (Calumet) – two of Chicago’s busiest police districts. During the course of the pilot, 99% of EFR cases survived a preliminary hearing or resulted in a grand jury true bill. Cases eligible for EFR must be supported by body-worn camera footage, and a CPD Watch Commander must review and approve direct-filing of the case. All EFR cases are reviewed to determine whether felony charges are appropriate by prosecutors prior to it being presented to a judge at a preliminary hearing, or in front of a grand jury. Police officers also have the opportunity to consult with felony review for legal guidance before utilizing the EFR standard. "The EFR pilot has been an unqualified success, which is a testament to the thorough training protocol, as well as CPD’s judicious application of the program,” Burke said. “Addressing the horrific cost of gun violence remains my highest priority, and having this new standard available citywide will aid that effort.” From the earliest days of her administration, State’s Attorney Burke directed the office to examine the felony review process to ensure that victims of violent crime can be served effectively, efficiently, and in a trauma-informed manner. Cook County is unique among large prosecutors’ offices in employing a Felony Review Unit, which reviews evidence, provides law enforcement guidance, and issues charging decisions around the clock on nearly all felony offenses. Felony review is a critical and time-tested function of the office, but has long been a source of frustration for prosecutors assigned to the unit and police officers alike. Cases sent to felony review are prioritized based on the seriousness of the offense, so officers looking to charge victimless gun cases sometimes end up waiting hours for a call-back. Unlike more serious crimes (including murder, aggravated battery, and sexual assault) where prosecutors assigned to felony review will travel to the police district to evaluate evidence and potentially talk to witnesses, lower-level gun possession cases are addressed over the phone." “From day one, law enforcement partners told us that the traditional felony review process—while essential—was also a major pain point, not only because it kept them from returning to the beat to answer calls for service, but because delays often left victims and witnesses waiting for hours and ultimately abandoning their initial intent to cooperate with the police,” Burke said. “We have taken those concerns seriously and are continuing to look at ways to improve effectiveness and efficiency. Expedited Felony Review is the first of many steps we are taking to ensure a faster, more streamlined process for victims, witnesses, our law enforcement partners, and the communities we serve.” The foundation of the EFR standard is a comprehensive training program developed by CCSAO senior policy and Felony Review Unit leadership. This training is rooted in constitutional policing, with a focus on the Fourth Amendment. This training builds off the mandatory training all CPD officers receive annually in areas that include the Fourth Amendment, implicit bias and procedural justice. More than a dozen in-person trainings have been conducted among CPD leadership and at district roll calls before the pilot was launched. Additional trainings will take place across the City and through an online module prepared by CCSAO in conjunction with CPD over the next two months, with full integration anticipated by late January 2026.

The man, 22, was in the parking lot of the station, 7808 S. Halsted St., when the firearm in his waistband went off around 10:05 p.m. and grazed him in the groin, police said. He was "wearing street clothes" and "heading for duty" when the gun discharged and "he accidentally shot himself in the testicles," according to Office of Emergency Management and Communications records obtained by the Sun-Times. An officer in distress call was made around the time of the shooting.

Ruddell says other states that switched to digitized mail haven’t seen a decrease in the amount of drugs getting in. Pennsylvania, for example, moved to scan all mail into prisons in 2018. In the years since, overdoses have continued to rise, according to the Patriot-News. The Nation reported in 2022 that the scanned mail provided to incarcerated people often includes unrecognizable pictures and missing pages. One incarcerated person told his mother to stop sending heartfelt letters and cards because he couldn’t tell what was sent. IDOC has most recently responded to the buzz on this topic in a November statement by spokesperson Naomi Puzzello saying the agency is looking into additional options to explore safety and has already shored up mail screening protocols in the meantime. “These efforts are focused on improving safety while ensuring individuals in custody maintain essential communications and family connections,” Puzzello said. Blumenberg says that personal touches in letters and cards can’t be replicated by a digital copy. “When I was incarcerated in those dark places, sometimes it’s that little, tangible letter that you have that is uniquely written in your loved one’s handwriting that you’re able to see and touch, read it and [it helps] you push through being in that dark place.” He says that letters and drawings from loved ones on the outside help incarcerated people stay engaged with their communities and improve their chances of reintegrating into society. Blumenberg also worries about the security concerns that come with a digital system. Digital mail processes can be subject to censorship, delays, surveillance, and potential data breaches. “Writing a letter to somebody and sharing your thoughts with them is one of the most intimate things you can do with somebody that’s incarcerated,” he says. “You share bits and pieces of yourself with them, and that’s personal. That’s not something that you want to share with everybody else.”

If it’s not targeted at jail support volunteers, what’s causing this climbing trend of late-night releases? The sheriff’s office pointed much of the blame away from itself, citing a number of alleged delays in release processing it said were out of its control. “One of the largest, and most long-standing, contributors to longer release times is the continued use of a paper system to transmit court orders to the jail. The Sheriff has for years advocated for a modern, electronic system to replace the archaic and inefficient paper system,” said Matthew Walberg, a spokesperson for the sheriff’s office, in a prepared statement. Walberg further explained that, when court operations began bouncing back from the pandemic in 2021, the number of jail discharges began to increase. So too, he said, did the “time-to-discharge.” Combined with this allegedly inefficient paper system, the sheriff’s office claimed that release documents sent from the court clerk’s office could take hours to reach the jail’s records department. “This meant that if, for example, a court ordered an individual released during a 2:30 PM hearing, the jail would not learn of the order and begin processing it until 5:30 or 6:30 PM,” Walberg said. However, the Clerk of the Circuit Court of Cook County refuted some of the sheriff’s office’s claims. “The Clerk’s Office does not rely on a paper-only system to transmit court orders. After a judge signs the order, they are transmitted through secure electronic and physical processes, ensuring timely and accurate delivery,” said Rowida Zatar, executive clerk of external affairs for the circuit court, in a prepared statement. “The Cook County Sheriff’s Office has full access to the Circuit Court’s case management system, which provides immediate electronic access to release orders.”

four days after violently arresting 21 people for walking in the street, broadview “unified command” announces it’s expanding the “free speech” zone outside the ice jail to include part of beach street.
In order to further protect the safety of protestors, Broadview residents and businesses, officers, and drivers, the temporary Unified Command is expanding the designated protest area near the U.S. Immigration and Customs Enforcement (ICE) facility. Effective Wednesday, November 19, 2025, the Village of Broadview will temporarily close a section of Beach Street to vehicle traffic. The expanded protest area encompasses a large portion of Beach Street south of Lexington Avenue down to local business access ways. Local business access will be safely rerouted to avoid the expanded designated protest area on Beach Street. This designated area will allow protestors to peacefully exercise their First Amendment rights without inhibiting traffic, while reducing the risk to individuals standing in the street from being struck by vehicles and reducing the risk to officers engaged in enforcement. Protestors can continue to access the designated area at Lexington Avenue and Beach Street, and protestors must continue to keep Lexington Avenue clear for traffic and emergency vehicles. Additionally, individuals may not enter the rerouted vehicle traffic zone south out of the designated area. Protestors who do enter these restricted areas may be arrested. The temporary Unified Command remains committed to supporting peaceful protest and ensuring the safety and rights of all involved. Over the past month and a half, more than 4,000 people have protested outside the ICE facility, the overwhelming majority of them peacefully. By expanding the protest zone and eliminating an area of danger to protestors, officers and drivers, the temporary Unified Command continues to demonstrate a commitment to implementing improvements to further protect peaceful protest while enforcing the law for everyone's safety.
