I first read this as "doesn't claim the ruble"
Which also rings true.
Demolishing the East Wing of the White House before finalizing plans for what will be built above its ruins is a near-perfect metaphor for Trump's approach to economic policy. The only difference is the wrecking crew doesn’t claim the rubble is evidence of unprecedented growth.

The difference between literal meaning and nuance or shading can be a gulf. There is art in translation.
One of the hardest things to do well.
Good literary translation requires understanding (language, culture, genre--on both sides of the translation) and an ability to write well. "AI" can't do that. There are no shortcuts. Treat your work and foreign language readers with the respect they deserve. You won't fool anyone with this.

1) It appears Western intelligence services have decided to let Witkoff (and Trump) know they have recordings of their traitorous conversations w/Russia.
