It looks like they then flipped it inside out and bound the shoulder seams (you could repurpose the neck hole binding) and then added a matching 1/8” leather piping down the center front? That could be a pintuck but the way it twists looks like leather. www.etsy.com/listing/1445...

It is a 2x2 rib knit like they use in men’s tank tops (not a waffle like in thermals), but it looks thicker than most tanks. I think you could get the same effect by taking a heavy weight tank top and cutting off the armscye and neck binding so those edges are raw.
