Aside from NHL Player Safety reaction, the league office also has concern about how things played out with Lightning/Panthers to end pre-season. Multiple league personnel have been in touch with both clubs, I'm told.

Good piece here from /Real_RobRossi.
As he says, the pre-season being cut down next season can’t come soon enough. One GM told me this week he doesn’t think they need more than 2 games anymore. Players are so fit. But going to 4 next year down from 6-8 now is a good step.
