This is absolutely a fallacy, but I think it’s an instinct-level belief for most people. We don’t want to give control over our safety to strangers unless there’s adequate propaganda that socially-programmed that amount of trust into us. We trust flawed institutions because they have better PR.

I think most folks’ instinct is that they’re more competent than “the stranger” at preserving their own safety.
I’m the one driving the car, and I’m invested in my own survival (I made it this far), ergo that’s “safer” than trusting the train.
Nevermind the contrary evidence, of course.
