The blue is the town of Mankato. The red is the (lightly inhabited) Blue Earth County. It's a microcosm of the election as a whole; Trump won the dirt, Kamala/Waltz won where the people live.

No. The House Democrats got their version passed and then Senate Republicans filibustered it from ever getting to the floor for a vote. Their was no compliance in advance.
