Probably Darebin. Darebin's procurement policy preferences "social enterprises and disability enterprises" that provide "opportunities for people with a disability" which is almost certainly sheltered workshops. There's certainly no language that prevents it.

As a Disabled People's Org (#DPO), at least 51% of our Board & memberships is disabled. In our case it's 100%. We only ask $1/yr from our disabled members so we really rely on this to meet costs.

We've been fighting for fair pay and against #ModernSlavery for disabled people. We've gotten the City of Sydney and Victoria Park, WA to ban procurement from businesses that pay less than minimum wage/ADEs. We're working with more Councils now.
