Nope. It isn’t an increase in people leaving, although that has gone up slightly. It is a decrease in incoming migrants. Which is a pity as the OBR estimates each 100,000 decrease costs the public finances £7 billion

The budget was an excercise in accountancy. Or book keeping to be precise. Keeping the country's finances in good order is a good thing but we expect more.
Just balancing books that don't need balancing isn't going to cut through.
