It would seem so. The senior JAG officer literally has the authority to tell the SECDEF that his order is illegal and won't be carried out. The system has failed. This must be corrected.

I think a reasonable person would conclude that every death was murder. The orders are illegal. The question is why are they being carried out? What criminally inadequate legal guidance are senior officers being given?

According to the SCOTUS, core presidential powers are not reviewable by any court. A presidential pardon can not be invalidated by a future court.
