Was everyone on every drug boat hit, consisting of fifth tier drug smugglers (if they were even that), amazingly on some pre-approved target list? A ludicrous justification for the unauthorized and illegal killing of foreign civilians at sea.

Adm. Alvin Holsey resigned in October as commander of U.S. Southern Command right after flagging concerns about those U.S. military strikes on “suspected” drug boats in the Caribbean.

He served for 37 years.
