I believe he has sundowners syndrome. It is a sign of dementia, usually in the evening or night, were Alzheimer’s disease causes increased agitation and anger. His rants are rambling and tangential. Unfortunately, he has the codes to the nuclear weapons!

Correction, he came to the United States in 2021 under Biden. He was vetted and granted asylum by the Felon administration in 2024!
