But not "every" American voted for Trump but every American is complicit? My congressman and both Senators are Democrats and in the minority with very limited power other than a soapbox.

Because prior Democratic administrations have chosen not to prosecute illegal military activity e.g. CIA agents who tortured detainees, and have also ordered illegal military actions themselves e.g. drone strikes that killed American citizens.
