I think it's fairly obvious now. trump's insurance lawyer isn't prosecuting this case. The two junior lawyers from SC aren't prosecuting this case. trump is prosecuting this case.

He's already stalling for time just to keep Comey under the cloud of indictment.

In trump' mind, there is an insurrection.
Nobody will do what he wants them to do.
In spite of him being the POTUS, he has no control over the people. He thinks putting the military in place will make people bend to his will.
He may discover even the military won't bend to his will.

I think one of the biggest differences between past cabinets and the trump cabinet is that Congress controlled department spending. Now, thanks to the SCOTUS and the congressional 'publicans, Voight apparently controls how money is spent.
