no you can still get them but you have to take some stinky alternatives to make up for it like removing sortition (which is the only good way to get rulers as a long term republic)

this is extremely annoying to do as a republic btw they don't tell you the downside to 120% cavalry combat ability is the -40 absolutism from being a republic
