This might also eliminate corporate headquarters. WFH jobs aren't covered in the tax. Smaller offices that act like hotels for remote workers who want to come in.

Because the way TIFs work they add an extra billion dollars plus in property taxes to the City each year. So even a massive increase in the tax levy combined with elimination of TIFs would result in a tax cut to city residents.

The reason we have a budget deficit is the City Council won't increase property taxes to meet inflation so the City has less purchasing power. The City Council also won't cut CPD but increase its budget. The best solution elimination of TIFs use the surplus to pay down debt, increase property taxesm

Look at what Rahm did is irrelevant because the world is very different now compared when it comes to office jobs. What this bill will do is increase work from home jobs in Chicagoland. That could destroy City finances because it means less people downtown.
