Underrated character? It's gotta be Telma. Brave, tough, wise, and she has such a big heart. An ordinary person putting herself in danger to save total strangers, just because it's the right thing to do. I adore her.

The Ichiban and Judgement duologies on sale for ~30 each is crazy. That's 4 fucking fantastic games for the price of one (~$60).
