Trinity Continuum Core Rulebook would do it.
Or you could get Scion: Origin for low-powered supernatural characters. Though Scion isn't particularly perilous, there's a definitely a sense that the game is rooting for the PCs.

It's the in house system for Onyx Path, ultimately a descendant of the Vampire: the Masquerade system.
Storypath itself is a pretty flexible D10 dice pool system that encourages moving the narrative forward.
