Additionally you are choosing to discount federal funding of FQHCs and emergency rooms.
My entire point is to counter the widely circulate assertion that zero federal funds go to UI healthcare (by law) is inaccurate. As you stated, at least some federal funding "leaks" into UI healthcare.
