On Nov 16, DSS put contribution of stubble burning to Delhi’s PM2.5 on Nov 15 at 37.5%.
On Nov 18, this number was revised down to 21.56%.
One reason, large number of weddings in Delhi. They  assumed that 50 firecrackers were burst at each wedding held in Delhi.
