As for it's name? It's not a real word so... closest people have found seems to be "strages" which is an old word to refer to an army of men, which is fitting.

As for why you can't battle it till after you beat Harmonia? No clue.

As for using Scarlet Rot, it's probably just because it's a giant mass of forgotten garbage and corpses, but the Outer God of Rot seems to take pity on things like the pests, so maybe it sympathized with the Dreglord and empowered it.

But based on it's title being "Traitorous" and the aforementioned desire to destroy the night, I'm assuming it was intentional. It seems like it wants to replace the current night with an even more cruel and miserable one, probably to punish the world.

What's also cool is that when you kill Harmonia the item you get is specifically called "The Will", which means they aren't Nightlords. So the fact the Dreglord gives you a "Night" at the end of his fight means he may have unwittingly became one.

Unless it's a mistranslation.

It had a single desire to destroy the night and the descriptions specifically mention all this junk being washed away by water, so it might actually be the result of all of our runs, seems like a very FromSoftware thing to do.
