I had two rental properties, one which was subject to rent control and one that wasn't; we treated both like they were and never increased rent above guidelines.

who was blind and had a guide dog. During fire drills, she moved slowly for obvious reasons, but as they timed our "evacuation" anyone coming down behind her "failed". I'd have hated to see what would happen in a real fire.
