Volgens mij kun je je bij dit soort dingen veel beter richten op 1) kloppen de cijfers wel en 2) als ze kloppen, wat moet er dan politiek gebeuren om die oververtegenwoordiging te verminderen? Uiteindelijk hebben ook genoemde groepen zelf daar baat bij.

Exactly, 90 plus percent of engagement has already happened when a community note appears. The only thing that will work is de-amplifying accounts that spread misinformation. Could be a measure used together with community notes though.
