Maybe Fate? It is very versatile super tweakable and has a lot of variants for different genres and storytelling styles that are pretty freely available as SRDs etc.

Always story first. Often it can make mechanical sense too, but I often find not being “optimized” also helps me be more creative with my actions in moments when my options are limited.
