You're thinking of the workaround service where you willingly share your blocklist in order to see if anyone else who uses that service has shared a blocklist with you in it. It's not public information, because it really shouldn't be.

No, it really is your manual blocks that are public.
This makes it possible to produce a list of everyone someone has blocked, and everyone who has that person blocked.

While I'm at it, let me also point out that the default setting on bluesky lets blocked people see your posts just by simply logging out. So make sure to check your settings.

I would say blocking is about stopping someone from contacting you and not about becoming partially invisible. Unless you locked your account it was a toothless solution anyway. If anything, blocking post visibility benefitted haters and stalkers since they could hide their posts from their targets.

The incentive to move here isn't that strong. And the future of bluesky is uncertain. They're currently operating on money from investors to attract users, so we're still in the honeymoon phase. As the userbase grows, they will have to find ways to monetize the site eventually.
