With freelancing being a least worst option for many with caring responsibilities and health conditions, it feels like we're at square 1 when it comes to equitable tendering.

What does doubling mean?

Doubling the co-operative & mutuals sector could be no.s of orgs, membership or turnover but how much will it achieve if wider business practices don't also improve?

How about doubling the sector as a success metric for encouraging better business approaches in general?
