Sadly I think this was the best environment legislation we will ever get from Labor. And we only got that because of the LNP/net zero idiocy forcing the Labor Political Party *sic* to negotiate with the Greens.

For example- it may be one physical private household, with a granny flat rented. Therefor financially two separate households, to be considered independantly.
