According to who? Modern designs are good. Old stuff worked on positive coefficients because the fuel sucked and was low quality but modern stuff works even with negative coefficients and thus can't melt down. There's even reactors designed to work with molten materials like thorium salts.

I mean kinda. Modern nuclear reactors are a lot safer than coal burning ones.
